I really enjoyed Specter Ops over Letters from Whitechapel. It didn't spark nearly as much of a single person dictating the entire game and for the most part you weren't blinding taking stabs in the dark. I see Specter Ops as being the "streamlined" version of Whitechapel. If I had to recommend one I'd go with Specter Ops.
